participated at the discussion, organized by the Norwegian Association of Local and Regional Authorities (KS) in cooperation with the Association of Polish Cities and the Ministry of Smart Administration and Regional Development of Latvia (VARAM), “Local development as a security measure. Lessons learnt from cooperation under EEA and Norway Grants.” This event was a part of the European Week of Regions and Cities, and it was focused on challenges and opportunities of local governments, especially of external border areas in the EU/EEA, including support measures for promotion of local democracy, economic development and inclusion, as well as strengthening of internal and external security and civic resilience, taking into account global and European socio-economic development in view of the security situation following Russia's invasion of Ukraine. Moreover, the importance of defence and civic resilience as a part of local development was emphasized. The discussion was moderated by Elita Cakule, Head of International Project Unit of the KS. Ms Ilze Oša, VARAM Deputy State Secretary on Regional Development introduced assessment of the impact the war in Ukraine has made on EU Eastern border regions; she emphasized the main conclusions and recommendations to be implemented. Head of Latgale Planning Region Ms Iveta Maļina – Tabune and representatives of local governments in Latvia highlighted the main challenges local governments, especially those located in border regions, meet on their everyday operations. Practical examples on the role of local government cooperation in difficult conditions were shared by Vitalii Bielobrov, Deputy Mayor of Kherson City Council (Ukraine) and Adrian Wilhelm Kjølø Tollefsen, Mayor of Øvre-Eiker municipality (Norway). Participants shared their experience on strengthening internal and external security and civil defence, at the same time facilitating local democracy, socio-economic development and citizen participation. Moreover, opportunities provided by cooperation projects in times when local governments meet various challenges were discussed.
The delegation of Latvian local governments also met with EU Directorate-General for Regional and Urban Policy (DG REGIO) deputy head of unit for Finland and Baltic states Linda Sproģe and programme officer Andris Skrastiņš. During the meeting, participants discussed how to make a netter use of EU Cohesion policy potencial for solving problems caused by demographic changes in Latvia. DG REGIO representatives informed about EU talent booster mechanism ‘Harnessing Talent in Europe’.
